Can I open a lash extension salon in NYC without an esthetician license but hire licensed employees?

I want to open a lash extension salon in NYC but I don't have an esthetician or cosmetology license. I know that in NYC you need one these licenses to perform the service. BUT can I open the salon, hire licensed employees and just run it without personally performing the services?

I think the first place to go to ask this question would be the body that governs business licenses in NYC and or NY State. Best regards Jo Anne
